HOW DO CLUTCH FAN DISENGAGING?

Will the fan stop completely when it disengages?
Mine seems to be engaged at cold start up.  Anyone
know if thats normal?  I feel I am slightly down
maybe 1 or 2 MPGs compared to others and thought
the fan may be causing it.  Jerry.
