Jay,
You must be buying diesel fuel with alot of
water in it.  My truck has right at 16,000 miles on
it now and I changed the filter at 10,000 and never
once did the water in fuel light come on.  It
hasn't since the new filter either.  If there is
anywhere else around where you can buy you diesel
and isn't overpriced, I would try it and see if
this stops.  The fuel should be okay until the
light comes on and stays on, but I'm no expert on
that.  On our 88 7.3 the water in fuel light
doesn't come on until the truck has already gone
dead :)
