Mileage/Power Improvement After Break-in

Folks,
Just picked up a new '97 F350 CC PSD, E4OD, 4x4,
4.10 gears. Sadly, it seems to both have less power
and get poorer mileage than my '94 F250 SC IDI
factory turbodiesel (w/ aftermarket turbine housing
& exhaust), 4x4, E4OD, 4.10.
On other PSDs that I've driven, when tromping from
a standing start, you can see the engine rev to the
torque converter's stall speed, and then, over a
half second or so, feel the boost come on, via the
seat of your pants, with a nice satisfying rush.
This one is much less distinguished in its coming
onto the boost.
I don't hear any kind of rushing air sound, so I
don't think that the exhaust butterfly is sticking
shut.
At about 175 miles, took it out solo, with an empty
bed, for about 200 miles, out and back, on terrain
that gains elevation (1-2000 feet) fairly smoothly
over the hundred mile radius, starting pretty near
sea level. I got what I consider to be a miserable
16.1 MPG, having filled the tank to the brim both
before and after the run.
On some steeper hills around here, it would barely
pull beyond 70 MPH, taking 5-10 seconds to gain
each additional 1 MPH. My recollection of my IDI is
that it accelerated in that situation at least
twice as fast.
So, my questions to y'all are: Is this typical
performance? Anybody else disappointed? Any
suspicions as to what's up? How much improvement
can I expect as the engine breaks in, and how long
will that be?
