ISSUE:

Some vehicles may not start and you may not be able to produce any diagnostic codes when performing diagnostic self tests.  This may be caused by an open or shorted VPWR, PWR GND, VREF or SIG RTN circuit or circuits.

ACTION:

If unable to produce any diagnostic trouble codes when performing any diagnostic self tests with the New Generation Star Tester and the engine will not start, go to Pinpoint Test B in the 1995 PC/ED 7.3L D.I. Turbo Diesel Manual.  Pinpoint Test B covers all the necessary circuits for the two (2) listed concerns.
