New vrs. Old

Im looking to sell my 7.3 X and want something 'New' but Im hearing all sorts of horror stories about how the HP and TQ numbers are lower on all the new rigs due to new emissions laws. Im hearing about filters in the exhaust and other things that cant easily be bypassed or come time to smog it will be easily detected and not pass.

I guess my question is: should I buy a 06 now or wait until after Jan?
