Good Mechanic In New Jersey?

Hello,
I just dropped my truck off at a "good" local mechanic. I have not used him before but I heard a lot of good things about him and our trucks. I have hard cold starts. Installed a new GPR Relay recently but it did very little to change the starts. Batteries are good and starter is relatively new. I believe it is glowplugs. I asked if he could please check the glowplugs and do an oil change. He calls me back and says its is normal to cycle the glowplugs 3 times like I have been for the last 2 months to start it in the cold. When I got the truck a year ago I only had to cycle them once and wait about 30 secs after the light goes out and it would start right up. He also told me that the glowplugs also only work while the light is on...I did not feel like arguing. I am almost ready to take it to the dealer and have them check the glowplugs. I really do not have have time or a warm place to play with the volt meter.
Sorry about the long post...any help would be greatly appreciated.
