2005 FORD HEATER KICKING IN AND OUT

Went to the cities today it was -15 outside when we left got half way there about 100 miles and my heater would start to kick in and out. cold warm cold warm, when we would go up a hill for a few miles it would kick out and blow freezing cold air , temp was fine so i stop at a truck stop and checked the coolant, all was on the marks with coolant but there was some leaking and splattering around the cap. when i would stop the truck at idle it would also kick out.You could rev it up and it would bow warmer air it was never very hot. Now to me this usually ment low coolant but the bottle says its at the min. and ok mark. any ideas before i take it in thanks in advance guys. ohh and when i would can it it would kick out also at 70 mph and you could here a noise under the hood
