If it's popping everytime you put a fuse into the panel then more than likely you've got a wire shorted somewhere. I'd be tracking wire runs looking for some place that the insulation has come off the wire or that the wire is pinched. You might also look at the plugs to make sure something isn't shorting across them. (on whatever connectors you're using for the plow)
