It's most likely a master or slave cylinder issue. The spring on the clutch pedal will keep it in the down or up position if there is no resistance from the hydraulic assembly. This is of course assuming you are not dealing with a bent fork or something.

First thing is to check the reservoir and make sure it's not a low fluid issue. If there were no other symptoms or noises with the pedal problem then I would recommend replacing the master/slave assembly. You can buy a pre-bled unit from Ford for around $150 plus another $7 for the metal rod and clip that attaches to the pedal.

If you want instructions on how to change it let me know. It takes about 30 - 45 minutes the first time.
