OK, two new bits of information:

1.
This morning I spoke about the LSD retrofit kit with the guy in the RV park who recently retired from Ford engine development. He said he will ask his contact who still works in the engine plant if he can get a part number and how to obtain the kit. HOWEVER, it could take a week to get the information because the guy is involved in some sort of project at the plant for a few days and my contact doesn't want to bother him with an issue like this for a few days.

My contact at the RV park did confirm though that a pre-programmed chip, or a calibration reflashing instruction, is part of the kit. It is not just a matter of changing the pipe. He also said that it is unlikely that the kit can be obtained in the USA because it would be illegal to sell it there. It would have to be purchased outside the USA, probably from a Mexican Ford dealer.

2.
For the past few days there has been a PGA Golf tournament going on here in Playa Del Carmen and there were a number of 2008 Ford pickups, which belonged to the organizers, in the carpark. I didn't see them myself, but a friend who was volunteering at the tournament saw them and asked a driver whether he knew that he wasn't supposed to use high sulfur Mexican diesel in the truck.

The driver replied something like "It got me down here OK, it's driving me around locally OK, and it will get me back OK". This is consistent with the experience of other owners of Fords, GMs, and Dodges, who have taken their 2007 and 08 pickups into Mexico. No Problemo.
