That one points you to the exhaust backpressure sensor, which mounts on the front of the engine above the water pump, and has a tube that runs down to the front of the passenger side exhaust manifold. The tube can plug with soot, causing the sensor to not be able to "see" the pressure in the exhaust. Here's a photo of the EBP sensor (on a pickup).

Your ICP sensor is located on the driver's side head toward the front, just behind the alternator.

I'd suggest that you post your engine related issues in the 7.3L Engine & Drivetrain Forum, and your other van-specific issues in the Van forum. Both of them are a little further down the main menu of forums. You'll get much better exposure there.
