Exclamation You know, that sounds really familiar

I have been having issues. My truck has been throwing the 1607 code numerously. Now here is the wierd thing. My truck will not start in the morning. If I go start it after lunch, the truck cranks up with no problem. I thought at first that it was because of the higher humidity in the morning. Now I have found that the truck will start after a rain shower in the afternoon. So, the only thing that changes, is the temperature. Would one of my UVC harnesses being loose cause my truck to have these issues also? It is a 2001 F-350. Please help cause I cannot afford to take my truck to the shop.
