Red face Another question about upfitter switchs

Does anyone know the reason why we could not have the High idle hooked up on our 2008 F-350. We just purchased it new to be used as a Brush Fire Truck and the mechanic (at the dealer) said they would not hook it up because there was no load on the system. ??? Not sure what he is talking about. If the truck is in high idle the voltage regulator should take care of it. I called them yesterday because i see of this forum that people are hooking them up. He said they will not do it. we are going to Install a light bar and other light used on the Fire truck but not yet. Any ideas? Thanks
