You guys are gullible to buy that. Seeing as hydrocarbons aren't polar molecules, there isn't much a metal catalyst or magnetic-style treatment will do to affect them. The advertisement talks about "cracking" hydrocarbons which can be done, but only in a refinery and requires a lot more ingredients than a mysterious metal in a filter case.
It's a total scam. Sorry for those who got suckered - but you're still foolish for believing parlor tricks.
