Used [dry] oil tends to take on the odor of what was fried in it. Wet oil allows bacterial growth over time. Once rancid I have not found a way to neutralize the odor short of tossing out all the oil and drum. It definitely gives me a gag reflex. Oil stored in an open drum in the hot sun can oxidize over time. Oxidized oil smells like paint or paint thinner and should not be used. To avoid water in the first place it's best to get the drum or dumpster out of the rain but even if wet, it can be filtered, dried and used if not rancid. Maybe you should dose the dumpster with a good biocide?
