weird no-start

I thought a had a glow-plug relay problem, so I went over to full manual glow plug control with a momentary toggle switch. It pulls 150Amps so I know its working. But apparently that's not the problem. Its still tough to start

Now I thought my wait-to start light would be gone after that. Its not. It still does the same thing it always did independently of my new manual control. The weird thing is that while I'm cranking - sometimes the wait-to-start light comes back on kind of pitifully - and at the moment it will fire up. If the light doesn't come on, it just keeps on cranking.

I also don't hear any injector clicking while cranking.

Ideas?

(BTW: its my 97 E-series - but I figured this is more engine specific than van)
