I have an 82 IH ex-dot dump truck that has a 3208NA cat. 5spd trans 2spd rear. on highway, it is about 60 mph at max rpm, and if you back off the governor when loaded, it will not pull the next hill very well. Here in Oklahoma there are more rolling type hills rather than long inclines. I'm guessing the 466 is about 215 to 230 Hp like the 3208 but the 3208 has 600 + cubes (i think) The 466 is probably a good choice for up to 25k pounds or less. More trans speeds might help, if engine is getting tired it just won't do well regardless. An independent diesel shop may be able to build your injection pump/injectors to up HP but any tire height change or gearing change to gain speed will again reduce your hill climbing ability. how you drive can sometimes help. when starting to climb a hill, put the accelerator down to the floor just before the bottom. This lets the engine start the climb at max rather than trying to catch up. I had a pickup that on certain hills, this technique did not increase the speed at the bottom 65 but the speed at the top would be 55 instead of 45 to 50. if your truck has a turbo, check all your exhaust tubing and gaskets engine to turbo and all the supply piping to the engine. if it has intercooler, check it for cracks. I have seen some trucks with bent accelerator pedal parts that did not let the throttle lever on the injection pump pull all the way. Make sure it moves all the way over to the stop screw when pushing pedal down. look for dirt, bunched up mat, etc under the pedal too. if throttle cable is frayed, it may be stretched. good luck
