Crude oil barrel price v.s. at the pump price?

Is there a way of calculating what is should be at the pump?

Im so excited that months later after all the complaining we all have done gas/diesel prices are slowly coming into check.

Seems with crude oil around $53.00 a barrel shouldn't it be close to .99 cents for a gallon of diesel at the pump?

Do the oil tycoons speculate wether the prices will continue to fall or raise? With winter coming I can only guess they will go up for home heating oil season.?
