I guess the tech felt a fully charged battery will make the spark plugs "spark" better and hence it will run better......
Seriously, if you want a project truck go for it but i would expect to put a nice piece of change into it as soon as you buy it. The NADA book says it is worth $20k trade-in and $24k retail but I would save $5-8k for repairs.
I would pass if this is to be your primary vehicle but if you want it for a project you can drop a cummins.
