Ford change Turbo strategy instead of Replacing Turbo ???

My 2006 6.0 has been making some strange sounds for the past month so I took it in to the dealer. It was making a squealing sound that you could hear really loud at idle or when you were pulling a load down hill and you let off the throttle (Normally you wouldn't hear anything).

Anyway the tech said he was 95% sure it was the inner parts of the VGT. He called to say he was waiting on approval from ford. He calls back and says Ford wants to change the turbo strategy and not replace. The tech had told me there was some updated components for the turbo, but when he pulled it apart, my truck had the updated components.

So what's the deal, is Ford just buying time before the Turbo goes out? Will changing the turbo strategy change the boost or the way the truck drives?

2006 6.0 40k miles. Well maintained, No mods whatsoever.
