No strategy. They are talking about the turbo center section. This is the part of the turbo that houses the bearings and compressor wheels. As per TSB 08-16-03, if a turbocharger fails testing and is torn down one of three things happen. 1. Coking deposits present, no corrosion or mechanical damage. Turbo gets cleaned and updated turbo drain tube installed. 2. Coking or corrosion present on the center housing (CHRA), replacement of the center section is required. Turbo vanes and unison ring are cleaned, CHRA replaced, updated turbo drain tube installed. 3. Unison ring is cracked, vanes are damaged, compressor wheel missing/damaged. Complete turbo gets installed minus VGT solenoid. Replacement of the complete turbo assembly is rare. Non level 1 dealers (warranty) are required to obtain prior approval to replace the turbocharger assembly (calling Ford). The squealing noise you are talking about could have been a problem with the CHRA, since the tech went in that direction. Replacing the CHRA is basically replacing 80% of the turbo and by doing this, cleaning the vanes and ring, and applying anti-seize, there should not be any more problems as far as sticking goes. When the turbo poops a compressor wheel down the down pipe, that's another story.
