seals come on the injectors, unless is some aftermarket junk that doesnt, yes they guy could have not tourqued them all they way and it could be doing that. als ive seen injectors right out of the box allowing compresion to go through them. usually the engine wont run for long before it stalls when this happens though. easiest way to check is unplug your fuel pump and take your fuel filter out on top of the motor, watch the fuel in the filter housing while you have someone crank the engine over and look for bubble comming up from the bottom.
i would also check fuel pressure and your filter.
