They have not received CARB Approval. CARB approval is
pending; it's a LONG process and there's absolutely no guarantee that they'll get it. They're either approved or they're not, and in this case they're not. What this means is if you just so happen to be going for inspection in 2010 and approval is still pending (this IS possible especially given the current situation of the state), you will fail the visual inspection portion of the emissions.
