you sure there are no leaks coming from the manifold to up pipe joints and up pipes to collector? and yes, 21lbs is low for sure on a 6 liter, I've got a buddy with a noisy turbo'd '03 that will peg out a 35 lb boost gauge no problem. Weird though, you'd think it's be the vanes, but as your test proved if that was the issue, it'd be making more boost because they'd be stuck closed. is it as quick off the bottom? or does it act like the vanes aren't moving at all?
