Where are you testing it? I've noticed (only on my factory gauge) that I will only break 21-22 if I'm climbing a hill, towing or both. My max is 27-28ish. General around town driving - it doesn't matter what I do. The numbers are not going very high. It could just be the latest flash if you just had it in the shop. Mine was tamed down a bit after it's last visit to the dealer.
