On other forums a epa limp mode has been discussed which when low or no colant is sensed by the egr it will not actuate the turbo correctly and thus causing the low boost. The problem is 05+ trucks. The 03-04 were flashed to the new programming but not all 03-04 trucks got the flash so for them it is hit or miss. At this point there isn't a tuner that can access the epa limp mode to remove it your ficm has to be retuned. I would do a google search for "epa limp mode" "6.0" and see where that takes you for more info on the problem
