Tps Problem

Hey all so i put a new throttle position sensor on my 73 today but cant seem to get it adjusted right put a multi meter on it and a paper clip in the middle hole of the plug in to adjust it to 1.0 volt at idle and 4 volts at wide open throttle but im getting a reading of 0.48 volts on both with no change if i adlust it am i doing something wrong it a very good $ 700.00 multimeter i borrowed from a friend HELP.

(and a few chevys and dodges out of the mud HA HA) 1966 falcon 351 cleveland, 4 speed toploader, 450 HP, (sunday toy)
