Rick,
I've been poking around trying to get more info on this system myself. There's a real informative thread over at FTE if you search on "water fuel warning light" in the Forums. Seems there's a ground lead in the filter housing that's triggered by the water level in the housing. If there's no water in the system, it's either shorting to ground to trigger the light or there's possibly a problem with the solid state switch built right into the wiring harness near the filter assembly. The thread will help a lot...
