Check the (relatively) easy and (relatively) inexpensive things first:
- tie rod ends
- upper and lower ball joints
- drag link joints
Raise the vehicle on jack stands via the frame or suspension, so there is no load on the tires when you check these items. If any are loose, they can cause steering funnies.
If all are good, then suspect the hydraulic system. Check the fluid level in the reservoir. Then listen for steering pump noise while idling, and then listen for noise while turning the steering wheel from one full lock to the other. Do all this with the front tires off the ground. Last, check the pump and hoses for leaks. If any leaks, these need to be corrected with new lines or new pump or new gearbox seals. If any noises, fill reservoir to proper level and retest. If still noise, pump likely needs replacing.
In my experience, replacing a gearbox is very unusal. The input and sector shaft seals can be replaced in most cases.
