Not a dumb question at all.
The manual doesn't have that wiring in the column, so it wouldn't get broken and take out the instrument panel/IVS fuse.
That doesn't mean that the fuse blew for some other reason however. It's also possible that the IVS (Idle Validation Switch) went bad. It's there to prevent the engine from revving up unless someone has actually pushed on the go-pedal. If it fails, the PCM only lets the engine idle.
