Not sure about the van, but my truck will shift into 4th at about 35 with light load. At this point the torque converter will lockup. At 40 of so the OD will come in again the torque converter will lockup. You don't mention your gear ratio in the rear end. I have 4:10s and at 70 I'm about 2300 rpm or so. I believe if you put it in low. and bring the rpm up while driving, it will shift into second. If you start out in 2nd it will start out in second. That's for low traction application. At about 50 mph turn off the OD. light should come on. and it should down shift. If the light is bad it should still down shift I think.
