If mooching is a problem, how about we use a little tough love on them instead of taking away people's freedom by fining them for a perfectly reasonable decision they've made to not purchase health insurance.

If somebody wants to live on the edge by skydiving, riding a motorcycle without a helmet, driving without a seatbelt or (horror!) not purchasing medical insurance, I say good luck to them. That should be their decision and at the same time, they should deal with the consequences.

Please note that this $1,000+ fine was just that, a fine. It was not a premium to pay for their government provided health care. It could very well work out that somebody would pay thousands of dollars in fines, but still remain uncovered, both by private insurance (which they declined) and the "universal" insurance which they may not qualify for.
