If for whatever reason they deny you the pads, you may just wanna buy some yourself and have them install them while doing that.... with that being said,
Sounds like BS to me. Though it sounds like they're just trying to get out of it with as little as possible into it. Resurfacing a rotor? Not a fan of that personally...
