Its probably not timing, psd's are timed by gear, and ive never heard of one jumping its time. First, you need to make sure its turning over fast enough to even start. Check your battery cables and connections. Charge it up until you get 14 volts across the terminals on the batteries. Then try starting it with the charger still on. Sounds like the batteries are still low in it. Just because theyre new doesnt mean they are charged. These trucks need AT LEAST 10.5 volts and 100rpm cranking to even consider starting.
