You should probably rig up a pressure gauge to install where the ICP is located. You need 500 psig to start. If you do not have 500 psig while cranking, then it is in your HPO system and very likely the HPOP STC fitting.
Have you pulled the secondary fuel filter out of the filter housing, emptied the bowl, and cranked to verify that the HFCM is pumping?
