The ball joints are the two connecting points between the axle and hub area. That is what allows the wheels to pivot. The tie rod ends are what is connected to each wheel and the pitman arm. If you can wiggle the steering wheel and you see the rods moving but the wheels don't attempt to move then you need tie rod ends. The ball joints are bad if you jack the front end up, place a bar under the tire and lift up and watch the two pivot points and if you see any play, replace them. If you jack it up and lift the wheel with the bar, there is no movement in the ball joints but the wheel still moves up and down like it is loose, then you have to replace the hub assemblies. The bearings are bad and are not servicable themselves, you have to replace the whole hub assembly.
