Please let us know what if ever your problem is solved

I am having the same problem - however, sometimes, especially in the morning after only a few miles of travel, I hit a 10% grade for several miles and sometimes I get 32+ boost and excellent power. Possibly the same day after driving a while, I experience what you do: Around 20+ boost shifting down, wimpy power. Go figure! I have about 42K miles on it now. When it was newer (20K miles or so) I never had these kinds of issues. What is happening?
I suppose the low boost/power is really just a symptom of some other problem maybe a bad sensor or whatever. I wish I knew where to start without spending lost of money and time with the Ford dealer. I guess it would be nice to have a good scanner. My Edge device is great for displaying the essential, but I need to see more.
