I too think a general voucher system could have its benefits and wouldn't be against it.

What about the "clunkers" that are all destined to be crushed?? Seems to me that there are alot of poorer folks that could use those clunkers.

Keep in mind that another purpose of the program (right or wrong and regardless of where you stand on the global warming issue) was to get the older, lower mileage, and more likely to produce higher emission cars, off of the road.
