You might try unplugging the ICP and seeing if that helps. If the ICP sensor is bad, unplugging it will send it to a default mode which will run smoothly.
If this doesn't work, you may need to take it in OR you could start changing parts and hoping you hit the right one (this is an expensive route). personally, I do know that there was a bad batch of EGR valves made. When the new ones came in, I bought one at my own cost - just to avoid the POTENTIAL of EGR issues. It was well worth it IMO (but it was a couple of hundred bucks).
The symptoms you describe could be bad EGR valve, injectors, FICM, fuel pump, any number of sensors (like the EBP which PowerstrokeConverters mentioned).
Again - did you remove the EGR valve? If so, describe the contaminants you saw on the internal parts.
