Oil in intercooler

I recently tightened all my boots to get rid of the boost loss I was having. Question is with all the signs of oil weeping at the boots, even after the intercooler, is it safe to say that the intercooler could possibly be holding a sufficient amount of oil in it. If so whats the best way of draining and cleaning it? Oil in intercooler equals loss of cooling area?
