dually fender repair

I recently picked up a straight, rust-free replacement bed for my truck. However, it needs a couple small repairs to one of the dually fenders before it gets installed.

The first repair is to [what I will call] the mounting strips on the front and back of the fender. As you can see in the first picture, they have separated from the fender. What would be the best way to reattach these strips? Fiberglass resin, some other type of epoxy, elmer's glue? I'd rather not have the fender fall off on the highway later down the road.

The second repair is to the mounting point for the lower rear brace. The hole in the bracket to which the brace attaches has broken off, leaving a jagged stub. (You can see the evidence of a previous repair as well.) Could I reconstruct that tab using just fiberglass mat and resin, or should I embed a piece of sheet metal for strength?
