Cam Position Sensor Bad?

I have an 04 with 100K on it. Truck has run great and pulls strong. Recently I've had problems with the engine surging. The RPMs will go high at idle then drop off almost to nothing. At highway speeds I'll get either a surge or drop in RPMs almost like my foot slipped off the pedal or I hit a bump and stomped it down. Sometimes, particularly at low speed, the RPMs will drop and the engine will stall. It's always restarts wtihout any problem. The dealer just put in a new ICP sensor with new connector and that did not fix the problem. I don't want to keep throwing darts at this because it's awfully costly. From reading here, I think I have a bad cam position sensor. Any other thoughts? Thanks.
