In my case, 12V to the FICM was ok. there was no CEL. The problem was that the FICM was supposed to put out a nominial 45V and it was only putting out 29. Since the replacement, my towing power has returned. I dont know if a code was thrown for that or not. When I brought my truck in, they were expecting to do a EGR service, and possibly Turbo. when I got it back, they had replaced the FICM. So, unless FICM diagnostics are a routine thing they always do, I expect that a code was thrown to lead the tech there.
