The YouTube video cited was posted on June 26, 2007. If it ever was true, it certainly isn't going anywhere now.
It would be a lot easier to confirm or deny if you posted the bill number. Then everybody could look it up on the Library of Congress website. I searched on "amnesty" there in the current and previous Congresses, and didn't find anything remotely resembling Dobbs' rant.
