It is possible. Contact the programmer manufacturer and tell them what is going on. Their hardware should be somewhat tolerant to stray RF. You can try to add a capacitor into the wiring for the programmer. The wire for the block heater runs side by side with the battery cables coming from the starter. It is possible the block heater cord is inducing a stray AC signal into the 12v DC system and it is confusing the programmer. Putting a capacitor in the programmer wiring would filter it out or you could move one of the cables (battery or block heater).
