I don't know if theres anything sticking in the alt. but it sounds like thats your problem. I had a similar problem a while ago. My alt was charging 10ish volts max, just not doing its job, but enough to keep it going down the road. Mine was covered under warranty but I am guessing yours isn't. Get it checked and good luck.
