VP44 metering valve maybe?

My '99 24Valve Ram is trying to die when you stop, But when I get it started after giving it a shot of either it will run with all the power that its always had. With that I dont think the Injector pump is gone yet but I cant keep starting it with either or I know there will be more expensive consequences later for doing that. Ive replaced the lift pump earlier this year but it wasn't dying when I stopped. Right now I'm thinking that maybe just the metering valve is sticking and that the injector pump is still o.k.?
