Cycle the key on and off three times, leaving it in the run position on the third round. I'm pretty sure that on a '99 the odometer will display any codes stored. The odometer will say P ECU, ------, done, P PCU, ------, done. Give that a try and let us know what you find.

Do you have a way of reading the fuel pressure? If you don't have a gauge on there I would highly recommend getting one.

Air leaks? A small air leak somewhere in the system will make it hard to start.
