95' 7.5 problem

hi guys, I know it's older than the forum allows, but I'm needin some help. I've got a 95' with a 7.5 in it (460). Yesterday morning it hickuped a little while starting, but started fine. Yesterday afternoon, it wouldn't start at all(will turn over, just not start). To give some history, it has always turned over hard (like it had a bad battery, even if the battery was new). I've checked all the fuses, they appear good. I've tried to pull a code but the reader doesn't acknowledge being hooked up to the truck. I have spark at the distributor, and fuel at the rails, but low pressure. Not the 30-45psi I should have. I can hear the fuel pump come on when I turn the key on. It acts this way on both fuel tanks (and yes they have fuel in them). I suspect maybe a grounding issue(?) I know the truck has 3 pumps (one in each tank one on a frame rail). Could anyone give me a good way to test each pump? Better yet what psi I should have at the tanks?
