Removed fuel canister and have a question

I am replacing the fuel pump today and was removing the canister per instructions. I decided to take it all the way out for cleaning and checking. Upon removing I found something that looks like it was missing the nut that secured it. I previously had a loss of power followed by death. Hasn't ranked since. So I have found the fpr screen to be thoroughly gunked up and cleaned it, and now the part in the picture may not have even been on the shaft. Can someone school me on what this is and the impact of it not being on the shaft. Haven't puled the pump yet and if I have found other culprits before doing it, that is les work in the long run. As I turned it over, I put a tire gauge on the schradder valve and got nothing for psi is what led me to the fuel pump. But as I said, teh fpr screen was thoroughly clogged up. Also this part may nt have been on the shaft. Not a mechanic, but it looks important to me :-). If someone knows the nut size of the shaft taht would be nice too since the old one is nowhere to be found. Thanks for any help. I am stopping work onthis until I get a better idea of what this is and why it wasn't secured in place.
